They're cities. You can buy them from Skill trainers Lion's Arch being the first city for it. There's also a quest that Magi In Lion's arch gives you. It's called Orrian excavation or something like that, after you finish it you get another quest which gives you a capture signet.

do you just use it like a skill while fighting some guy?
do you need to use it while they are in the middle of a particular skill you want to steal? |

2. Capping elites of your class<es> <whatever auras pertain to your class, like yellow bosses are warrior, red elementalist, purple mesmer, and so on> you can cap their corpses to see if they have any elite skills. If not; you can still cap a non-elite skill that you haven't unlocked. 3. Most elites run in the "ring of fire" island chain and southern shiverpeaks. Although there are some in the desert and on desert missions, as well. 4. Sigs are purchasable in any later city game zone, as an addition to Lion's Arch. Like Droknar's Forge, Ember Light Camp, and more. Just ask around. 5. Don't use faction to unlock em, ew...use a PVE character and just get to Lion's Arch and do Magi Malaquire's quests. Voila. --The Shim |

To cap the skill just add the signet in your skill bar. When you kill a boss of your primary or secondary attribute click on the signet. All the skills the boss had are now shown. Elites are outlined in gold. If you find one you like, click it and capture it. If not just cancel out of it. If you click on a boss that is not of your class, it will just be blank and you can cancel out of it and not loose the sig.
You can go back to a dead boss at anytime as long as you don't do a cut-scene, but I suggest you doing it right after they die. The first elites are found in the desert missions. All 3 missions have the same Elite skills, so you can bring 2 sigs and get it over with on your first mission. You can capture as many elites or other skills as you have signets in your skills bar and each signet is replaced by the skill for the duration of the mission...but once you enter a town, you can only keep one elite in your skill bar so all others will be automatically removed. To avoid confusion: The skill trainer in Lion's Arch doesn't sell SoC's. In LA SoCs are only available from Magi Malaquire as part of his quests. But all the other skill trainers from LA on offer SoCs. Beetletun being the nearest.

Siren Danica - Actually, he doesn't give you a Signet of Capture for his first quest - remember, he gives you 2 quest's. The first quest he gives you, Orrian Excavation, only requires you to go kill x number of Clay critters to get the Orrian Tablets.. once you have completed that quest he will offer you a Signet of Capture and a quest to go use it.

Also, after you complete the cap quest, the magi will sell you cap sigs if you go back to him...so technically LA is the first place to buy cap sigs
